Iowa Gives Regulators New Powers Against Illegal Sweepstakes

Not a dual-currency ban like Indiana's or Maine's — but Iowa's regulator now has sharper tools.

Iowa's governor, Kim Reynolds, signed Senate File 2289 on 15 May 2026. The law took effect on 1 July 2026.[1] It lets the Iowa Racing and Gaming Commission issue cease-and-desist orders and seek court injunctions against anyone offering gambling, sports betting or illegal sweepstakes in Iowa without a licence.[2]

Is it a sweepstakes casino ban?

Not directly. Unlike the laws passed in Indiana, Maine and Oklahoma, SF 2289 doesn't define or prohibit dual-currency sweepstakes casinos as such.[1] It's a broader enforcement bill, introduced by Iowa's Department of Inspections, Appeals and Licensing, and it also covers unlicensed fantasy sports and horse-race wagering. Whether a particular sweepstakes casino counts as an "illegal sweepstakes" under existing Iowa law is a question the regulator — and possibly the courts — will answer case by case.

Context

Iowa has legal sports betting and land-based casinos regulated by the Iowa Racing and Gaming Commission, but no legal online casino. Lawmakers passed the bill unanimously — 44–0 in the Senate and 93–0 in the House — reflecting the same concern seen in other states: casino-style sweepstakes competing with licensed operators.

How operators reacted

Some brands chose not to wait for enforcement: High 5 Casino was reported to stop new Iowa registrations and purchases in June 2026, and smaller sites added Iowa to their restricted lists. Others still accept Iowa players. As of October 2026 we know of no public cease-and-desist order issued under the new power.

What it means

For now, availability depends on each operator. Check the current status on where it's legal or with the state checker.
